By request we've added some data-only DataPack items, shown on the Licensing App licensing page, specifically catering to the high volume customers.

Data Packs are not purchased via the marketplace as its licensing does not anticipate this scenario. Data Packs can be purchased and automatically applied to your JEMHC host via our by card through third party web store.store or bank transfer though sales@thepluginpeople.com

The Plan Upgrade table has now been computed (see Licensing#PlanUpgradesApp licensing#PlanUpgrades), some combinations are not likely, but are there for completeness.
