Verify Eval underway
Once the Eval is started, Navigating to Manage Apps shows this:

If you have a Credit Card already associated with the Billing user for the instance you are done, and will drop onto monthly payments when your eval expires. If you want to get active and go for an annual plan:
Go to https://admin.atlassian.com/ and select your domain.
Go to the Billing Tab, this shows the products and apps installed:
Use “Manage” on the Enterprise Mail Handler line to get the following:
To just pay for JEMHC you can go to Annual Payment:
The next screen has a vertical scrollbar, use it to find the Submit button at the bottom …
When you have paid the related Invoice from Atlassian your license status will be changed. License state is not changed by us when your payment cycle starts, it is applied directly when it completes.
If that doesn't work
Go to support.atlassian.com and raise a support request to get your license active.
