Here you can enable whether you would like to add the first valid user as assignee on the issue.

Use first valid user as assignee
During initial issue creation, addressees are checked for the ability to become assignee in the issue. This will check the TO: header and then the CC: header. Failing this, the fallback/project defaults would apply.
